
Net neutrality is one of the hottest topics on the regulatory horizon and is poised for action in 2010. The chairman of the FCC has called for new regulations, but a recent court decision has thrown into question whether the FCC even has proper jurisdictional authority. Meanwhile, how net neutrality is resolved will have broad-ranging consequences for ecosystem participants across the spectrum: cable operators, ISPs, video providers and others.

Barbara Esbin Senior Fellow | Director, Center for Communications and Competition Policy Progress and Freedom Foundation
Barbara Esbin served for over fourteen years at the Federal Communications Commission, most recently as Special Counsel in the Market Disputes Resolution Division of the Enforcement Bureau. Prior, she worked as Associate Bureau Chief at the Commission's Media Bureau. Esbin had two judicial clerkships in the North Carolina appellate system and is a graduate of the Duke University School of Law and Antioch College.

Chris Riley Policy Counsel, Free Press
Chris Riley advises Free Press on legal matters related to our policy, research and campaign work, and represents Free Press on our issues before the FCC and Congress. Prior to joining Free Press, Chris worked as an Honors Program Attorney at the FCC, as a summer associate at Ropes & Gray, LLP, and as a legal intern at the Electronic Frontier Foundation. Chris earned a Juris Doctorate from Yale Law School and a Ph.D. in computer science from Johns Hopkins University.
